Plans, organizes, and directs an effective and comprehensive assessment program for the City of Suffolk serving as the ultimate authority for all real estate appraisals.Coordinates policy formulation and implementation and establishes priorities for work assignments for real estate assessments.Performs supervisory work in overseeing a staff of property appraisers and support staff.Determines budget and makes decisions pertaining to overall departmental operations.Researches market trends, appraisal procedures, construction costs, and other variables pertaining to real estate assessment.Prepares reports for and presents information to the Board of Equalization regarding assessment appeals.Establishes values for land assessment in the City.Prepares various analytical reports and gives presentations of assessment-related information to City Council and other groups.Provides assistance to City Council, taxpayers, and the general public pertaining to inquiries related to appraisals and assessment procedures.Employee must exercise initiative and independent judgment as well as considerable tact and courtesy in frequent contact with taxpayers, public officials and the general public.Reports to City Council.
Requirements: Bachelor’s degree in business administration, finance, real estate, public administration or a related field and a minimum of 5 years of progressively responsible experience in residential, commercial, and industrial property appraisals and assessment management.Requires the ability to supervise the work of others and the ability to maintain positive public relations.Any acceptable combination of training and experience which provides the required knowledge, skills and abilities for this position will be considered. Must possess a valid certified license to appraise real estate issued by the Commonwealth of Virginia.
Prefer any of the following designations: Certified Assessment Evaluator (CAE) designation from the International Association of Assessing Officers Designation from the American Institute of Real Estate Appraisers ASA designation from the International Association of Real Estate Appraisers
Prefer certification as an Expert Witness regarding real estate valuation in the Commonwealth of Virginia

The VA Dept. of Taxation’s Property Tax Unit (Railroad and Pipeline Section) seeks a detailed oriented individual to conduct appraisals for state and local taxation; the rolling stock of railroad and freight car line companies; and the real estate and personal property of railroads and interstate pipeline transmission companies.
The desired incumbent must have the ability to instruct others in assessment techniques, and be able to independently appraise complex real and personal properties. Considerable knowledge of mass appraisal valuation practices, procedures, and laws related to the valuation, classification and taxation of property is essential. The incumbent must have a working knowledge of the functions and operations of local government relative to property tax administration, classification of property, and laws pertaining to recordation of deeds, deeds of trust and other writings. The successful candidate must be able to communicate effectively orally and in writing, and must maintain cordial relations in stressful situations.
Substantial real estate appraisal experience; or any combination of experience and training which demonstrate the required knowledge, skills and abilities is required. A valid Virginia automobile operator’s license and experience utilizing MS Word and Excel software is required. Knowledge and experience utilizing MS Access and PowerPoint software, and a professional appraisal designation or Virginia certified general real estate license is desirable. The anticipated hiring salary is commensurate with experience.
The selected candidate will be prohibited from performing tax or appraisal services for compensation during or outside business hours. A background investigation including criminal history, tax records and DMV check (if applicable) will be conducted.

Minimum Requirements Any combination of education (above high school), training, and/or experience equivalent to eight years in a field related to automated business operations in a network or server-based environment for the agency where the IT services are being used, utilizing the required knowledge, skills and abilities. Related college disciplines include Business Administration, Public Administration, Information Systems, and Information Technology.
Duties Manages the Real Estate Assessor's business application processes for network or server-based applications to include the CAMA System ProVal and the Assessment Administration System GRM; assesses Real Estate Assessor's Office information technology needs; researches the capability of various related real estate assessment and appraisal systems, potential upgrades, or new systems as they relate to Real Estate Assessment business processes; evaluates the efficiency and effectiveness of current processing and recommends enhancements/process changes related to real estate assessment business operations and coordinates resolution of problems; provides input to the Real Estate Assessor or his designee for strategic planning; coordinates annual land book and supplemental processing reconciliation activities by balancing value abstract reporting with inventory and value builds associated with cadastres, provides database reporting on various real estate assessment programs such as Senior Tax Exemptions, Land use and other Ad Hoc reports, coordinates acceptance testing for CAMA upgrades and enhancements, develops and conducts CAMA and GRM user training and coordinates efforts with the appropriate information technology staff; develops conceptual approaches to satisfy real estate appraising user requirements; coordinates efforts with the appropriate staff of the Department of Communications and Information Technology (ComIT), the Office of the Commissioner of Revenue, City Treasurer and other City offices as needed; and performs related work as required.
Preferences Knowledge of CAMA (Computer Assisted Mass Appraisal) systems, preferably ProVAl, a Manatron product. Knowledge of real estate assessment administration and record maintenance software, preferably GRM (Government Revenue Management), a Manatron product. Experience reporting from relational databases using Microsoft reporting services, Microsoft SQL Server, Microsoft Access, Crystal Reports.
