The VA Dept. of Taxation seeks a highly professional individual to serve as Property Tax Manager.The incumbent will manage the activities of a unit that assists local governments in property tax assessment and administration. The incumbent will also manage for state taxation and local distribution the assessment of rolling stock of railroad and freight car companies and a review of statewide sales assessment ratio study for real estate and appraisals for Land Preservation Credit.
The desired candidate should possess considerable knowledge of Virginia statutes and case law relative to property tax assessment and taxation. The incumbent must possess knowledge of management principles and practices; administrative policies and procedures for local taxation; appraisal of commercial and industrial real and personal property; regulated industries; budgeting; program management; and policy alternatives. The ability to maintain good public relations and communicate effectively, both orally and in writing is essential.The selected candidate must also complete a Statement of Personal Economic Interest as a condition of employment for this position (Va. Code §2.2-3114).
This opportunity requires a college degree or equivalent training and experience in business, economics, accounting, finance, and property valuation for assessments.Considerable experience in general supervision and assessment administration is required. City of Norfolk, VA Real Estate Appraiser III
The position of Appraiser III is responsible for the management of the yearly reassessment of real property and serves as an advisor to fellow appraisers. Specific responsibilities include the following:
Generate statistical data through the use of computer software in order to support value and the understanding of value conclusions, monitor conditions that may affect property values for both residential and commercial properties and manage the integrity of the computer system.
Prepare and perform reassessments by generating sales ratio, characteristics and various other computerized reports, analyze data, compare assessments to current market conditions, determine proper land to building ratios, verify accuracy and run reports to determine that the appropriate level of uniformity and equity have been achieved.
Complete taxpayer reviews by explaining assessment changes to property owners or their authorized agents.Conduct field reviews and sales analysis to determine if adjustments are warranted in order to maintain uniformity and equity. Represent property values before formal appeal board.
Qualifications include at least an Associates Degree from an accredited college or university, or equivalent work experience, and successful completion of appraisal courses sponsored by the IAAO or The Appraisal Institute. These courses must include the various appraisal disciplines, including income. A minimum of three years of responsible experience in professional appraisal techniques and procedures is required with an emphasis on commercial valuation and the income approach. Mass appraisal experience preferred but not required.
An Appraiser III must have proven communication skills, both orally and written, at all knowledge levels, as well as demonstrated abilities in the analysis and application of solutions for all types of commercial properties.Must have experience with the use of a personal computer with the Windows operating system and specific skills in data research and analysis.
